From the Minutes – Beverley Indoor Bowling Club

28 Feb

Mrs Scott from Beverley Indoor Bowling Club attended the meeting to request that double doors be fitted to the cupboard where the bowling mats are stored, access is quite difficult due the age of a number of the club members.

Parish Councillors were indoor bowlssympathetic to the concerns and agreed to seek prices for the work.

Agreed – Prices to be sought for carrying out the work

From the Minutes – Precept 2012/13

Parish MeetingA report previously circulated by the Clerk gave projected expenditure/income, account balances and the effect of various increases on the Parish Precept for 2012/ 13. Expenditure is projected to exceed income by approximately £5000 in the current year.
The Parish Precept has remained unchanged since 2008/09.  The various options were discussed and Councillor Gregory requested a recorded vote on the level of the Parish Precept for 2012/13.
Councillor Gregory proposed that the Parish Precept should remain unchanged for 2012/13, Councillor Shores seconded the motion. The motion was defeated by 8 votes to 3.  A counter proposal was put forward by Councillor Whalley to increase the Precept for 2012/13 by 4%, Councillor Fleming seconded the motion. The motion was carried by 8 votes to 3.

Agreed – Parish Precept to be increased by 4% to £25166 (£9.37 for Band D properties) for 2012/13.

Cold weather equipment for Cars

cold weatherDuring the cold periods at the start of the year I would like to advise firstly all motorists to ensure that all vehicles are
equipped with all they need to deal with harsh weather, poor road surfaces and any incidents which result from these.

As a minimum the AA advises that in winter conditions motorists ensure that they carry the following…

- Blanket, rug or sleeping bag
- Shovel
- Bits of carpet or thick cardboard to place under driven wheels to help regain traction
- Salt, sand or cat litter – to help clear snow and ice
- Reflective jacket
- Ice scraper or de-icer
- Torch and batteries
- Tow rope
- Snow chains (if living in a rural area)
- Battery jump leads
- Bottled water
- Snacks – chocolate or cereal bars
- Extra screen wash

From the Minutes – Emergency Response Guidance Plan to be produced

Cllr Fleming reported on his attendance at the conference “Speed Training” held at
Cottingham School.

A number of Emergency and allied Services were represented.

The focus of the event was to bring a greater cohesion of response to any emergency.  This was brought into focus as a result of the recent flooding in Hull and East Riding areas. Each service outlined their area of responsibility and how they inter-reacted with others.
It was suggested that various bodies could also play an important role in this and local knowledge could be most valuable in such circumstances. It is suggested that Parish Councils should each formulate an Emergency Plan.

Councillor Fleming proposed that of the three suggested plans Full, Abridged and Guidance that Molescroft because of its size and situation should create a Guidance Plan.

Action: It was agreed Cllr Ritchings should progress this proposal.
